MAIL CLASSIFICATIONS

Business Reply Mail

Business Reply Mail (BRM) allows you to receive "First Class Mail" back from your corresponding customers without them having to pay for postage. Your department will only pay for the response postage if the reply is mailed back. Please contact the Campus Mail Center before printing any Business Reply envelopes or cards.

Certified Mail

Certified Mail provides proof of delivery. A record of delivery is kept at the recipient's post office. This information is only for First Class and Priority Mail. However, both may be combined with restricted delivery or return receipt.

Courier Mail

Courier Mail is a service of delivering First Class Mail from one state agency to another state agency. There is a charge for Courier Mail. A departmental mail charge slip must be prepared and banded to all Courier Mail for pick up by the Mail Clerks.

Processing Courier Mail after 4:30 p.m.

Should you find this necessary, a supply of charge forms are at the Police Dispatch Office located in the DeHuguley Building/Physical Plant along with a scale for recording weights. Your cooperation in the subsequent procedure in processing Courier Mail is necessary, in order for correct charges to be made to your department for using this service.

Courtesy Reply Mail

Courtesy Reply Mail allows you to supply your customers with an envelope to respond to you for ease of handling. With this type of mailing, the customer must affix the postage on the return envelope. Please contact the Campus Mail Center before printing this kind of envelope or post cards.

Express Mail

Express Mail Service is the most expensive type of mailing offered by the United States Postal Service and should be used only in emergency situations. Express Mail is a guaranteed expedited postal service for shipping any mailable matter up to 70 pounds. It offers next day delivery by 12 noon to most destinations. Express Mail is delivered 365 days a year with no extra charge for Saturday, Sunday, or Holiday delivery. Express Mail envelopes, boxes and labels are available at the Campus Mail Center. Express Mail International Service is available between the United States and more than 200 foreign countries.

Departments using Express Mail Service are fully responsible for the proper preparation and the addressing of the Express Mail Form Label 11-B. This label should be typed or clearly printed. Please keep in mind that the form is a four part form. All copies must be legible and intact.

First Class Mail

First Class Mail is wholly or partially handwritten, typewritten postcards, statements or invoices. All first class letters must have a zip code for the addressee. If first class letters come to the Campus Mail Center without a zip code, they will be returned to the department. This mail should be separated from all other mail and banded with a charge slip.

Fourth Class Mail

1) Parcel Post

Fourth Class Parcel Post is printed matter, merchandise or other mailable material which weighs 16 ounces or more. These parcels should be marked fourth class and a charge slip attached to the package.

2) Special Fourth Class

Special Fourth Class Mail is essentially book rate for use in sending books (at least 24 pages, permanently bound) and educational materials including manuscripts, catalogs, and objective test materials. Special Fourth Class materials can weigh less than 16 ounces. This rate is less expensive than the regular fourth class mailing and each piece should be marked "Special Fourth Class". A mail charge form must be attached to the package.

Library Rate

The Library Rate is the most economical Fourth Class postage rate and is intended primarily to serve libraries mailing books on loan. The rate, however, can be used by University departments for certain other limited educational materials such as films, recording tapes and other prescribed audio-visual materials, museum and herbarium materials.

Insured Mail

Insured Mail provides indemnity coverage of up to $600 for merchandise that is lost, rifled, or damaged. This coverage is available only for Standard A or Fourth Class Mail (or Standard A or Fourth Class Mail sent as First Class or Priority Mail). This type may be combined with merchandise return receipt, special delivery or special handling; return receipt and restricted delivery are available for items insured for more than $50.

Priority

First Class Mail that offers a two day delivery service to most domestic destinations (but is not guaranteed to reach its destination in two days). PRIORITY MAIL IS NOT TRACEABLE.

Registered Mail

Registered Mail provides the most secure service offered by the USPS for domestic mail. This service is available only for times paid at First Class and Priority Mail rates; and may be combined with Cash-On-Delivery (COD), restricted delivery, or return receipt. Registered mail provides the sender of a piece of mail with written evidence of the mailing, delivery and insurance protection up to $25,000. The sender must clearly mark the envelope or parcel for registered mail. An envelope or parcel prepared for registered mail must be sealed so that any unauthorized opening will damage it. Do not use envelopes or containers that are self-sealing. DO NOT USE SELF-SEALING LABELS OR TAPE; TAPE USED MUST ABSORB A POSTMARK.

Standard A Mail (Third Class Mail)

Standard A Mail is printed matter, merchandise, or other mailable material which weighs less than 16 ounces and is not subject to first class rates. Standard A Mail includes mechanically duplicated materials (i.e., quick-copied letters or announcements) so long as the material is not personalized and the signature is duplicated.

Standard A Bulk Mail

1 ) Bulk Mailing can be deposited at the Bulk Mail Acceptance Unit (BMAU) only. The BMAU is located at the Main Post Office at 900 East Market Street, Greensboro, North Carolina.

2 ) Acceptance hours are 10:00 a.m. until 5:00 p.m., Monday through Friday. The BMAU is closed on weekends and holidays.

3) In order to make a bulk mailing, you must be mailing a minimum of 200 pieces or 50 pounds of mail which are identical in size and weight. All bulk mailings eligible for and which are claimed at the special (nonprofit) rates must be marked "Nonprofit Organization" US Postage Paid Greensboro, NC Permit No._____ (Please contact the Campus Mail Center for this Permit number.)

4) When arriving at the BMAU platform with your bulk mail, notify postal officials inside the unit of the location of your mail. Separate your mail from other customers' mailings.

5) A completed statement of mailing (Form 3602-N Third Class Nonprofit Rate Permit Imprint) should be left with your mail and in view so that the Bulk Mail Clerk will not have to search for it inside of the trays or sacks.

6) Your departmental charge code must be on Form 3602-N, in the area that reads "Receipt No."

7) Be sure to schedule your mailing with the Campus Mail Center Supervisor four days prior to your deposit of mail at the BMAU. Failure to contact the Campus Mail Center will delay your mailing.

8) The Campus Mail Center staff will assist you with questions or problems which may occur. But, it is not staffed to sort, band and prepare your Bulk Mailing. We recommend using a presort company to prepare your Bulk Mailing.

Each department is responsible for completing the necessary forms when using any of the above services.
